The joint fee-free TAFE program, led by the Commonwealth and State and Territory Governments, has successfully encouraged a diverse range of applicants to seize this opportunity. First Nations people, job seekers, individuals with disabilities, women venturing into traditionally male-dominated fields, and young people are among those benefitting from this initiative.
Women have particularly embraced fee-free TAFE courses, accounting for 60% of all enrolments. Additionally, more than 25,000 students enrolled in the program come from households where English is not the primary language.
Impressively, the latest figures reveal remarkable enrolments in various regions, including:
- Over 65,000 students in New South Wales (NSW)
- More than 26,000 students in both Victoria and Queensland
- Over 12,000 individuals with disabilities
- Nearly 35,000 jobseekers
What’s more, almost 30% of all enrolments have been concentrated in courses related to the care sector, addressing a high-priority area of need.
Government’s $4.1 Billion Agreement for Fee-Free TAFE Courses
Federal Minister for Skills and Training Brendan O’Connor actively participated in the National Skills Minister’s meeting to further negotiate a future 5-year National Skills Agreement. It follows the success of the 12-month skills agreement achieved last year with all States and Territories, solidifying the commitment to enhancing the nation’s skills landscape.
Recognising the imperative to broaden educational access and address skill shortages, the Albanese Government has dedicated a staggering $4.1 billion to an agreement with state and territory governments. This collaborative stewardship model will bring about a once-in-a-generation reform to better serve national needs.
Success of Fee-Free TAFE in Priority Skill Areas
The success of fee-free TAFE is evident in the popularity of courses aligned with skill priority areas, such as Early Childhood Education, Nursing, Support Work, Cybersecurity, and Construction. This success indicates the program’s effectiveness in attracting Australians to sectors requiring more skilled workers.
While students under 35 make up the majority of enrolments, there has been an encouraging uptake of fee-free TAFE among older Australians, with nearly 26,000 students over 45 taking advantage of this opportunity.
The commitment to delivering quality education remains steadfast, as the government plans to provide 180,000 fee-free TAFE and VET places in 2023 alone. Furthermore, future skills investments totalling over $400 million will support an additional 300,000 fee-free TAFE and VET places in high-skill areas starting in 2024.

RTOs should align their offerings with fields experiencing skill shortages, such as trades, information technology, and healthcare. Specialised programs in these areas attract students seeking industry-relevant qualifications and promising career opportunities.
RTOs should provide flexible learning options like online courses and part-time programs to cater to busy students. This accommodates individuals with work commitments, family responsibilities, or personal circumstances requiring flexibility.
As fee-free TAFE enrolments surge, RTOs must adapt their strategies to meet the diverse needs of learners and remain competitive. Focusing on high-demand courses and embracing flexible learning options allows RTOs to offer valuable alternatives, contributing to the nation’s skilled workforce.
