SIS Fitness Training Package Update: ASQA Approves Extended Transition Period for SIS20115
Great news for all registered training organisations (RTOs) offering SIS20115 from the SIS fitness training package! The Australian Skills Quality Authority (ASQA) has an exciting SIS training package update regarding the transition period for Certificate II in Sport and Recreation.
ASQA has the power to approve transition periods longer than usual in specific cases, as stated in the Standards for Registered Training Organisations 2015. To ensure fairness and support for learners, ASQA considers applications for extended transition periods when it’s clear that students might face genuine disadvantages without the extension. It’s all about giving our learners the best opportunities to succeed!
For the SIS fitness training package update, ASQA has extended the transition period for the SIS20115 – Certificate II in Sport and Recreation. The training, assessment, and certification issuance period will last until 31 December 2024.
The best part of this SIS fitness training package update is that new enrolments are permitted even after the original transition end date, which was on 11 December 2023. However, keep in mind that all students must either complete their studies or transfer to the replacement qualification by the end of the transition period.
ASQA collaborated with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA) to ensure these decisions are well-informed.
Here’s more good news! The SIS20115 – Certificate II in Sport and Recreation will remain on the scope of registration for RTOs until the end of the extended transition period. With this SIS training package update, RTOs can make the most of this extended period and offer students the best support to succeed in the world of sports and recreation.

Essential Insights for Your RTO: The New SIS Fitness Training Package
The fitness industry is among those significantly affected by the global pandemic and in the midst of this major challenge to the sector a new fitness training package update has been released in September 2021. These updates have been brought about to better adapt to the new environment. The SIS training package has undergone changes in line with COVID-19 protocols to meet the changing needs of the industry. This includes a number of changes to units to make these courses easier to complete given the challenges of training delivery and assessment with COVID-19 restrictions on fitness service delivery.
Main Takeaways from the 2021 SIS RTO Training Package Update:
The new Certificate III in Fitness and Certificate IV in Fitness are not equivalent to their superseded versions.
- Extended transition deadline for SIS30315 and SIS40215 is until 10 May 2023.
- As of June 2022, approximately half of RTOs who are registered to deliver SIS30315 and SIS40215 have transitioned to SIS30321 and SIS40221.
- The transition period for several other SIS training package updates ended on 10 March 2022.

What You Need to Know About the SIS Fitness Training Package
The SIS30321 Certificate III in Fitness and SIS40221 Certificate IV in Fitness were published on training.gov.au in September 2021 and were given an extended transition period that ends on 10 May 2023. Take note of this date and don’t miss the deadline!
With the approved extended transition period for this update, you still have time to finish all the training, assessments, and certificate issuance for the affected qualifications. The table below will help you know the changes made to these fitness qualifications.

The SIS30321 Certificate III in Fitness
This qualification provides a pathway for those who want to work as fitness instructors in gyms, fitness facilities, and leisure and community centres. These fitness instructors may deliver group exercise sessions and develop gym-based programs.
There are no entry requirements for this qualification, and 15 units must be completed, consisting of 11 core units and 4 elective units (any 2 units from the list below and 2 units from the list below, from SIS Training Package, or from any other accredited course). The SIS40221 Certificate IV in Fitness
This qualification provides a pathway for those who want to be employed or self-employed personal trainers in gyms, fitness facilities, clients’ workplaces and homes, leisure and community centres, and outdoor locations. These personal trainers may also provide online training services to individuals or groups.
Seventeen units must be completed, consisting of 10 core units and 7 electives. For the electives, 2 units should be from Group A, 2 units from Group B, and 3 units from Group A, B, or C, elsewhere in the SIS Training Package or from any other current Training Package or accredited course. Entry to this qualification is open to individuals who hold the following units of competency (or an equivalent):
- HLTAID011 – Provide First Aid (or a unit that supersedes this unit)
- HLTWHS001 – Participate in workplace health and safety
- SISFFIT032 – Complete pre-exercise screening and service orientation
- SISFFIT033 – Complete client fitness assessments
- SISFFIT035 – Plan group exercise sessions
- SISFFIT036 – Instruct group exercise sessions
- SISFFIT040 – Develop and instruct gym-based exercise programs for individual clients

As of June 2022, there are already 43 RTOs who have SIS30321 in their scope and are approved to deliver the RTO training package. Records show that the superseded version of this course, SIS30315, had 95 RTOs delivering it. For the SIS40221, there are already 29 RTOs approved to deliver the course, while the superseded version, SIS40215, had 71.
Already, almost half of those RTOs who have the superseded version on scope have received approval to deliver the new courses. A lot of RTOs hurry to transition from superseded courses to the latest one in order to maintain or increase their enrolment rates. Students prefer RTOs who have the latest versions of courses, so being last to transition means potentially losing a lot of enrolments to competitors.

Records show that despite the effects of the pandemic to the industry, the number of enrolees for the SIS Training Package still increased from 112,380 for the year 2019 to 113,550 for 2020. It also remains one of the most popular training packages in Australia, being among the top five in terms of the number of enrollees.
There is still a huge demand for these courses, especially now that people have become more conscious about their health. With the pandemic restrictions lifting, we can expect that the number of students will grow in the next few months.
