HLT Training Package Update: ASQA Grants Extra Time for HLT40113 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care
In this HLT training package update, the Australian Skills Quality Authority (ASQA) has given the nod for an extended transition period beyond the usual rules detailed in Clause 1.26 (a) of the Standards for Registered Training Organisations 2015. This decision responds to an application requesting more time for the HLT40113 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care.
ASQA follows guidelines outlined in the “Guidance for Providers – Learner Transition,” focusing on extending periods only when a specific group of learners faces genuine disadvantages without such approval.
This HLT training update affects the training, assessment, and certification issuance period for the HLT40113 qualification. Originally slated to end on 31 December 2024, the transition period now extends until 31 July 2025. Students enrolled in this qualification must either complete their studies or switch to alternative qualifications by the new deadline.
This extension specifically applies to students who began their training and/or assessment on or before 13 December 2023, aiming to provide necessary support for this group.
In making this decision, ASQA consulted with key entities, including the Victorian Registration and Qualifications Authority, the Training Accreditation Council of Western Australia, the Department of Employment and Workplace Relations, and the Jobs and Skills Council responsible for the HLT Health Training Package. These consultations aimed to grasp the full implications and considerations surrounding the extended transition period.
Crucially, the HLT40113 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care remains on the scope of registration for RTOs until the extended transition period concludes. This underscores ASQA’s commitment to supporting and acknowledging the significance of this qualification in the healthcare sector.
This HLT training package update aligns with ASQA’s commitment to ensuring a smooth and fair transition for learners, taking into account the unique circumstances of the specified student cohort. The extra time granted reflects a dedicated effort to uphold the quality and importance of training in Indigenous health care.

HLT Training Updates: More Time on the Clock for Select Health Qualifications
In line with the Guidance for Providers – Learner Transition, the Australian Skills Quality Authority (ASQA) commits to ensuring that learners receive fair treatment during transitions in the education and training sector. Keeping true to its commitment, ASQA recently approved an extended transition period for two essential HLT qualifications:
- HLT30113 – Certificate III in Aboriginal and/or Torres Strait Islander Primary Health Care
- HLT40213 – Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care Practice
The initial transition period for these qualifications, which governs the period during which training, assessment, and certification issuance must occur, was initially set to conclude on 31 December 2024. However, ASQA has decided to extend this period until 31 July 2025.
It is important to note that this extension exclusively applies to a specific group of learners, namely:
- Students who commenced formal training and/or assessment in the mentioned courses on or before 13 December 2023.
The updated period allows students additional time to either complete their training and receive certification or transition to replacement training qualifications by the newly extended deadline.
Furthermore, ASQA has consulted with the Victorian Registration and Qualifications Authority and the Training Accreditation Council of Western Australia to ensure alignment and agreement regarding this extended transition period.
Lastly, the mentioned qualifications will remain within the registration scope for your organisation until the conclusion of the extended transition period. It allows you to continue offering these programs to eligible learners while adjusting your HLT training programs to transition into the superseding qualifications.

This HLT training update allows you to continue offering these qualifications to your students for an extended period, creating more opportunities for learners to pursue their healthcare careers.
The power to approve extended transition periods lies with ASQA, and they consider such requests when it’s evident that learners may face genuine challenges without the extension. In this case, ASQA has given the go-ahead for an extended transition period for the following qualifications in the latest HLT training update:
- HLT23215 – Certificate II in Health Support Services
- HLT37115 – Certificate III in Hospital/Health Services Pharmacy Support
- HLT47115 – Certificate IV in Hospital/Health Services Pharmacy Support
- HLT47315 – Certificate IV in Health Administration
This HLT training update means that you can continue accepting new enrolments for these qualifications throughout the extended transition period, which ends on 31 July 2024. However, it’s crucial to ensure that all students complete their studies or transfer to alternative qualifications before this extended period concludes.

HLT Training Update: Extended Transition Period Granted for Massage Therapy Qualifications
In a recent announcement, ASQA has approved an extended transition period for the HLT42015 Certificate IV in Massage Therapy and HLT52015 Diploma of Remedial Massage qualifications. With this HLT training update, your students will have more time to complete these courses or transfer to the replacement qualification.
Sometimes, ASQA can allow transition periods to be longer than usual, as stated in the Standards for Registered Training Organisations 2015. However, they only consider such extensions when it is shown that students would face genuine disadvantages without them.
The extended training, assessment, and certification period for these qualifications will now end on 14 December 2024. This HLT training update means potential students have more time to sign up and begin these courses even after the previous deadline of 13 December 2023. But it’s important to note that all students must have either finished the qualification or transferred to the replacement qualification by the new transition deadline.
ASQA’s decision to extend the transition period was supported by several important organisations. The Association of Massage Therapists, Australian Natural Therapists Association, Massage & Myotherapy Australia, Hapi Physiotherapy, Massage Philosophy, Chi-Link, and Victorian Massage and Myotherapy RTO Network all backed this decision.
During the extended transition period, the HLT42015 Certificate IV in Massage Therapy and HLT52015 Diploma of Remedial Massage qualifications will continue to be offered by RTOs. This ensures that students will still have access to training and certification until the end of the extended period.
ASQA worked closely with the VRQA and TAC WA while considering this request for an extended transition period.
01 JUNE 2023 UPDATE
HLT Training Update: ASQA Grants Extended Transition Period for HLT54115 Diploma of Nursing in Response to Learner Needs
The HLT54115 Diploma of Nursing qualification has been granted an extended transition period by ASQA. In this HLT training update, the Australian Nursing & Midwifery Accreditation Council supported the decision and will benefit all RTOs delivering the qualification.
ASQA, following the Guidance for Providers-Learner Transition, has the authority to grant transition periods longer than those specified in the Standards for Registered Training Organisations 2015. This flexibility allows ASQA to address potential disadvantages that a group of learners may face if an extension is not approved.
The extended training, assessment, and certification issuance period for the HLT54115 Diploma of Nursing will now conclude on 12 March 2024. This training update provides your students currently enrolled in the qualification with additional time to complete their studies and receive the necessary certification.
For RTOs offering the said qualification, you should note that the HLT54115 Diploma of Nursing will remain within your scope of registration until the extended transition period comes to a close. With this decision, you can continue offering and delivering the qualification during the extended timeframe.

The National Association of Aboriginal and Torres Strait Islander Health Workers and Practitioners, the National Aboriginal Community Health Organisation, and the Australian Industry and Skills Commission have supported this decision.
If you’re providing training for these qualifications, they will remain part of your RTO’s registered scope until the extended transition period concludes. It ensures learners currently enrolled in these programs can still access the required training and certification.
ASQA consulted with VRQA and TAC WA during the evaluation process for the extended transition request of these qualifications from the HLT training package in Australia.

HLT Training Updates: Implementation of HLTINF006 and HLTINF007 Units Delayed!
Good news! The implementation of the new Infection Prevention and Control units of competency, HLTINF006 and HLTINF007, has been pushed back to 1 July 2023. This is in response to feedback from stakeholders and will give RTOs more time to adjust their delivery schedules for the new HLT training updates.
The change was initially set to take place on 1 March 2023. Now, you can deliver either the superseded HLTINF001 and HLTINF003 units or the new units until 30 June 2023. Stakeholders raised concerns about the timeline, prompting the Australian Industry and Skills Committee (AISC) to delay the implementation date.
This delay will give training providers like you more flexibility to plan and implement the necessary changes to deliver the updated qualifications. It also ensures that you have ample time to prepare for the new units and stay up-to-date with the latest infection prevention and control practices.
RTOs with these qualifications and skill sets must deliver either the HLTINF006 or HLTINF007 units starting 1 July 2023.

HLT Training Updates: Two New Infection Prevention and Control Units Have Been Updated
The Skills Ministers have approved two new Infection Prevention and Control units of competency to help improve the standards of healthcare services and the HLT training package in Australia. In the HLT training update version 8, the units HLTINF001 and HLTINF003 were superseded by the new units HLTINF006 – Apply fundamental principles and practices of infection prevention and control and HLTINF007 – Implement and monitor infection prevention and control standards, policies, and procedures.
This HLT training update aims to meet the changing national standards for infection prevention and control as well as the industry’s demand for updated skills and knowledge. There will be no transition period; all 29 current CHC and HLT qualifications that have the previous version will be updated by 28 February 2023 to reflect the new units.

Be Prepared for the HLT Training Updates: What You Should Do
RTOs will be required to revise their educational programs. Ensure that your staff have acquired the latest techniques and knowledge so your RTO can provide the best training. Here’s more of what your RTO should do:
- Apply for a scope of registration if the training package update does not match your current program.
- Edit or tailor your current learning materials to meet the new updates.
- Be ahead of the game by offering the latest updates and obtaining relevant training resources from developers.
- Allow students to complete their course before the transition period ends, but if they cannot, transfer them to the updated program before the deadline.
