31 October 2023 MEM Training Package Update
The Australian Skills Quality Authority (ASQA) has officially sanctioned an extended transition period for nine qualifications within the manufacturing and engineering (MEM) training package.
The following qualifications are subject to this extension:
- MEM20413 Certificate II in Engineering Pathways
- MEM30319 Certificate III in Engineering – Fabrication Trade
- MEM30405 Certificate III in Engineering – Electrical/Electronic Trade
- MEM30505 Certificate III in Engineering – Technical
- MEM40412 Certificate IV in Engineering Drafting
- MEM50212 Diploma of Engineering – Technical
- MEM50311 Diploma of Jewellery and Object Design
- MEM60112 Advanced Diploma of Engineering
- MEM60211 Advanced Diploma of Jewellery and Object Design
ASQA has revised the transition timelines, extending MEM20413 to 31 January 2024 and the other eight qualifications to 31 January 2025.
It is imperative to note that this extension exclusively pertains to students who initiated their training and assessment on or before 17 December 2023. Registered training organisations (RTOs) must ensure that all students conclude their training and receive their qualifications by the stipulated end date of the transition period.
Alternatively, students can transfer to a replacement qualification before the conclusion of the revised transition period.
ASQA’s decision to extend the transition period for these nine MEM training products followed consultations with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council of Western Australia (TAC WA).
Additionally, ASQA sought guidance from the Manufacturing Industry Skills Alliance Jobs and Skills Council in making informed decisions regarding these MEM training package transition extensions.
February 2023 MEM Training Package Update 4.0
The manufacturing and engineering (MEM) training package in Australia has undergone a major update, with the release of version 4.0 on 3 February 2023. The latest MEM training package update includes the addition of six new qualifications and updates to three existing ones. The number of units of competency has also increased, with 28 new units added and one updated.
These changes reflect the latest developments in the manufacturing and engineering industries and provide a comprehensive training solution for individuals seeking careers in these fields. The latest MEM training package update aims to equip individuals with the necessary skills and knowledge to succeed in the constantly evolving manufacturing and engineering landscape.

Here are some steps you can take to prepare for the MEM training package update:

Review the updates
RTOs should carefully check the updates to the MEM training package, including the new and updated qualifications, units of competency, and imported units of competency, to understand the changes and what they entail.

Apply for scope
If the new MEM training updates are equivalent to your current programs, the Australian Skills Quality Authority will automatically add them to your scope. But, if the updates are non-equivalent, you will need to apply to add them to your scope.

Update training and assessment strategy (TAS) and training resources
Based on the changes, review your TAS to identify where they need adjustments. Plus, update your training resources to accommodate the new MEM training package updates or acquire them from a trusted training resource developer.
